Well, I think this power could be reasonably compared to the half orc power. Which lets you add a [w] on an attack, that has hit, as an encounter. Now, this lets you be mobile, but you can still miss... Here's what I think (admitably, rule balancing is not my forte):
1) remove the -2 to attack roll
2) make it half your base movement, not speed
3) make it an encounter

Basicaly, its a neat abbility and very "goblin", but it's too powerful to be an at will. If this doesn't seem like its powerfull enough to be an encounter, you could consider making it an reaction to being attacked (in melee, whether on being attacked/hit/miseed is up for debate)

Hmmmm....

I thanks for the input s.k.

I was comparing it to some other abilities, and all the at-will that allow movement are a shift 1 followed by attack. You'll still take opportunity attacks from this. I guess I could make it encounter... I would have to change the feats around a bit. I do agree it shouldn't be more than 3 though. So i'll change that one for sure for now.

I love how there are three for this one, but no-one has read hob-goblin >.< everyone here reads the goblins webcomic I take it :lol:

My two cents is this. Goblin Weaving would be a ridiculously powerful ability at level 1, never mind all the different ways you could break the game with it at level 11+. Mostly, this is because it's an at-will power. As an encounter power, it would probably be pretty reasonable.

Anyway, I'm off to look at Hobgoblin, then bed.

Finally going through some of this forum and looking at these monsters.

For the goblin weaving - I think you should add "This movement does not provoke opportunity actions." This makes it similiar to the Fly-By and similar powers that some monsters have, and makes it a little bit more useful.
